Mr. Thomas M. Devanney’s served in the Senior Executive Service including assignments as the Deputy Program Director for the National Missile Defense (NMD) Joint Program Office (JPO), the Deputy Director for the Ground-based Midcourse Defense (GMD) Joint Program Office and as the Acting Program Director for the GMD JPO.
During his tenure, he played an absolutely instrumental role in developing, testing, building, and deploying the initial capability to defend America from long range ballistic missile attacks. His tireless efforts and attention to detail ensured that the initial capability was fielded on 30 September 2004, in spite of a turbulent budget, demanding environmental conditions, and stressing operational requirements. His inspirational leadership was key to achieving the established fielding date, while simultaneously conducting other critical activities. For example, conducting four intercept flight tests within a twelve month timeframe, or meeting a presidential fielding directive only 22 months after issuance. His tenacious approach to management ensured the highest standards of excellence were achieved in all aspects of the program. His contributions to America’s missile defense capability are clearly deserving of recognition as a pioneer and technical leader.
