As a physicist with the U.S. Army Missile Command from 1960 to 1969, Mr. Menotti supported various ballistic missile defense research efforts sponsored by the Department of Defense Advanced Research Projects Agency.
His research ranged from the measurements and analysis of radar and optical data on ballistic targets to the development, wind tunnel test, and flight test of an advanced control system for an ICBM Interceptor.
In 1969, Mr. Menotti joined the Systems Analysis Division of the U.S. Army Advanced Ballistic Missile Defense (BMD) Agency, later renamed the BMD Advanced Technology Center (BMDATC). Afar joining the Optics Directorate of BMDATC in 1974, he directed the development, fielding, and operation of infrared and laser sensors at the Army Optical Station on the Kwajalein Missile Range.
Previously, he served as Deputy Project Manager of the Airborne Optical Adjunct (AOA) Project from 1984 to 1990. He was the principal technical manager supporting the AOA Project Manager in directing this highly complex Strategic Defense Initiative program with a budget of approximately $100 million per year. He helped guide the program though design, fabrication, integration, ground test and flight test, successfully completing its first test against intercontinental ballistic missile (ICBM) targets at USAKA in September 1990.
