Ms. Lois N. Spruiell served as comptroller, U.S. Army Strategic Defense Command (USASDC) since March 1986, managing an annual budget of over $1 billion. Her federal service career began as a GS-4 clerk-stenographer with the Social Security Administration.

In March 1984, Ms. Spruiell was appointed principal assistant for management and administration, Office of the Director, U.S. Army Ballistic Missile Defense Advanced Technology Center (BMDATC), one of USASDC's predecessors. Her responsibilities included management in the areas of operations, finance, manpower, and organization.

From July 1968 until March 1984, Ms. Spruiell held increasingly responsible positions in program control and management for the BMDATC. In March 1980, she was promoted to GM-15 as chief of the BMDATC's Program Management Office. In this position she had a key role in the financial management of some 200 contracts with an annual value of approximately $150 million, plus funding to approximately 25 other government agencies. While she was chief, the obligation rate for BMDATC program funds was maintained at approximately 99 percent, compared to an Army goal of 94 percent for research, development, technology and evaluation funds.

Ms. Spruiell graduated from Walker High, Jasper, Alabama, in 1955. She attended Walker College, 1960-61, and the University of Alabama in Huntsville, Alabama, periodically from 1967 to 1974. She obtained her Master of Science in Management from Southeastern Institute of Technology, Huntsville, Alabama in August 1978. In 1977, Ms. Spruiell attended the Executive Leadership and Management Course, Federal Executive Institute, Charlottesville, Virginia, and in 1981 completed the Professional Military Comptroller School, Air University, Maxwell Air Force Base, Montgomery, Alabama.

Ms. Spruiell was active in professional organizations such as the American Defense Preparedness Association (ADPA) and Association of the U.S. Army. She was president of the Tennessee Valley Chapter, ADPA, during 1982-83. She also served as vice-president and member of board of directors, ADPA, and as manager of the command's Federal Women's Program.
