Mr. William A. Davis, Jr. served as Deputy Ballistic Missile Defense (BMD) Program Manager.
As Deputy Program Manager, he shared the overall responsibility for planning and direction of the BMD Program, the Army’s only strategic program designed to keep the U.S. ahead of the Soviet Union in BMD technology and ready to develop and deploy a BMD system again, if required. He was the top civilian in the Ballistic Missile Defense Organization, which operates the BMD Advanced Technology Center (BMDATC) and the BMD Systems Command (BMDSCOM), both located in Huntsville, Alabama; a small BMD Program Office in the Washington, D.C. area; and Kwajalein Missile Range in the Marshall Islands. In 1980, Davis was one of twelve senior executives Army-wide to be awarded the Presidential Rank of Meritorious Executive in regonition of exceptional job performance.
Prior to becoming Deputy Program Manager, Mr. Davis was Director of the BMD Advanced Technology Center, planning and directing exploratory research and development of new and revolutionary BMD concepts. He was the Center’s first director, and he served in that capacity for two years.
From 1971-1975, he served as Director of the Advanced Ballistic Missile Defense Agency, Huntsville Office, which subsequently formed the nucleus of the BMD Advanced Technology Center.
